1. The [Federal Democratic Republic of Ethiopia (FDRE)] [has received] financing from the World Bank toward the cost of the Electrification Program (ELEAP), and intends to apply part of the proceeds for consulting services. 2. Ethiopian Statistics Service (ESS) is seeking to hire competent, energetic qualified and experienced consulting firm to verify four (04) DLRS (DLR 5.4 Financial Management. DLR Procurement, DLR 6.5&: 6.8 Gender and Citizen Engagement and DLR 7.3: Strengthen Safeguard System ), Ethiopia Electrification Program (ELEAP) is implemented by Ethiopia Electric Utility (EEU), coordinated by Ministry of Water. Irrigation and Energy (MoWIE) and the program is financed by World Bank and Government of Ethiopia whereas the Ethiopian Statistics Service (ESS) is served as an independent government entity to undertake the entire Disbursement Linked Indicators (DLIS)verification. ELEAP has pronounced three key result areas namely: increase access to on-grid electricity in areas covered by the power grid, increase access to off-grid electricity, and strengthen sector capacity and institutional reform.

The program has set a total of seven (07) Disbursement Linked Indicators (DLIS) so as to measure the program output indicators as well as the Program achievements. The payment/disbursement is made based on result achievement. The Program has selected seven disbursement-linked indicators stated as below:

  1. DLI# 1: Establish on-grid electricity connections
  2. DLI# 2: Establish off-grid electricity access
  3. DLI #3: Strengthen sector institutional capacity
  4. DLI #4: Strengthen sector planning capacity
  5. DLI #5: Strengthen fiduciary system
  6. DLI #6: Improve gender and Citizen Engagement (CE)system
  7. DLI #7: Strengthen safeguards system

Ethiopia Electrification Program is a national program agenda that will be implemented from the period 2018-2023 throughout the country. Ethiopia Electrification Program plays a significant And critical role in improving electricity in Ethiopia as well as enhancing the electrification sector institutional capacity building

4. The [Ethiopian Statistics Service (ESS)] now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: [qualifications and experience of the firm; such as core business and years in business, relevant experience, technical and managerial capability of the firm, as indicated in the TOR. The Qualifications and Experience of KeyExperts shall not be included in the shortlisting criteria]. Key Experts will not be evaluated at the shortlisting stage.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest or the Proclamation No. 649/2009 (“Procurement Regulations”) on related issues.

6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the palners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
